President Emmanuel Macron visited Berlin on Tuesday, 18 November 2025, on the occasion of the European Digital Sovereignty Summit, which he co-chaired alongside German Chancellor Friedrich Merz.
This Summit serves as a concrete illustration of the Franco-German agenda for economic competitiveness agreed upon during the Franco-German Council of Ministers held on 29 August in Toulon.
The summit accelerated convergence in the digital sector, particularly on :
- simplification issues,
- competitiveness issues,
- data sovereignty issues,
- protection and fairness within the European market.
Digital services, especially the cloud and artificial intelligence sectors, were given special prominence.
Numerous announcements of private investments and new partnerships between French, German, and European stakeholders were made.

At the conclusion of the summit, the President of the Republic and the German Chancellor held a joint press conference, before meeting later in the day for a bilateral discussion, and then joining the Prime Minister of the United Kingdom for a working dinner.
