1. France and Indonesia condemned the return of the war in Gaza, that marks a dramatic step backward for the people of Gaza, the hostages, their families and the entire region. They deplored the unjustified victim toll which has exceeded 50 000 people, among which a majority of civilians. They called for an immediate return to a ceasefire and for the release of all the hostages detained by Hamas and of prisoners detained by Israel in violation of international law, in accordance with the fourth Geneva Convention. They called on all parties to constructively re-engage with negotiations to ensure the ceasefire is implemented and becomes permanent, insisting that a long-lasting ceasefire is the only credible pathway for sustainable peace and security in the region.
  2. France and Indonesia expressed their grave concern about the dire humanitarian situation in the Gaza Strip. They emphasized that Palestinian civilians - including one million children – face an acute risk of starvation, epidemic disease and death. They called on the Israeli authorities to reestablish access to water and electricity, and immediately allow the flow of humanitarian aid, in accordance with international law. They also called Israeli authorities to ensure humanitarian workers free movement within Gaza and make sure they are able to deliver aid to those who need it most, independent of parties to the conflict and in accordance with humanitarian principles. France and Indonesia underlined their readiness to act jointly in Gaza to respond to reconstruction, governance and security needs in the aftermath of the war in Gaza.
  3. France and Indonesia expressed their deep concern with regards to the various incidents that killed humanitarian personnel, including UN personnel. They stressed the need to ensure the unconditional and permanent protection of UN personnel and its premises, as well as humanitarian and especially first-aid workers. Humanitarian workers should never be a target.
  4. France and Indonesia reiterated their endorsement of the Arab initiative of a Recovery and Reconstruction Plan for Gaza, that provides a realistic path to the reconstruction of Gaza and expressed their readiness to work with Arab, OIC and EU partners on the implementation of this plan and called on Israel to seize the opportunity offered by this plan. France and Indonesia recalled that this plan must pave the way for a new Palestinian governance of Gaza, led by the Palestinian Authority. They also stressed the necessity of a long-lasting ceasefire in order for this plan to be implemented.
  5. They reiterated their firm opposition on any plans that will forcibly remove the Palestinian population from their homeland and annexation of their territory, which constitute a violation of international law and a threat for the security of the region in line with numerous UN Security Council Resolutions and Advisory Opinions of the International Court of Justice. In line with this, they also stress their strong condemnation of Israeli plan to takeover Gaza and underlines Israel’s legal obligation to comply to international law, especially numerous orders of the International Court of Justice in this regard.
  6. France and Indonesia strongly condemned the ongoing extremist settlers’ violence in the West Bank, including East Jerusalem, as well as the Israeli government decisions to further expand settlements and legalize settler outposts across the occupied West Bank. They called on Israel to halt continued settlement expansion and related activities, which have reached record levels in the past year. France and Indonesia also reiterated the need to preserve the historic status quo of the Holy Places in Jerusalem and insisted on the importance of Jordan's specific role in this respect.
  7. France and Indonesia strongly condemned all forms of terrorism and violence against civilians. Neither war nor terrorism will lead to a solution to the Israeli-Palestinian conflict.
  8. France and Indonesia stressed the need to end the illegal occupation of Palestinian territories and the fulfillment of the inalienable rights of the Palestinian people to self-determination by intensifying efforts to reach a comprehensive and just resolution based on the two-State solution, the Arab peace initiative, the Arab Recovery and Reconstruction Plan for Gaza, and relevant UN resolutions, ensuring the two peoples to live side by side in peace and security. They committed to work jointly with other partners on action-oriented measures towards the peaceful settlement of the question of Palestine and the implementation of the two-State solution.
  9. France and Indonesia stressed that the High-Level International Conference on the peaceful resolution of the question of Palestine and the implementation of the two-State solution, decided by UNGA resolution A/RES/79/81, would contribute to this goal. They stressed that this conference would be the occasion of designing a credible roadmap for the implementation of the two-state solution, in order to foster lasting peace, security and stability in the region, and to make a useful contribution to resolving the current crisis. France and Indonesia further stressed that the conference’s aim would be to drive a collective recognition of the State of Palestine by all countries with security guarantees for all. They underlined that the conference should also allow progress towards the implementation of the Two-State Solution where the two countries can live side-by-side in peace within their internationally recognized borders, identify measures to foster respect for international law, and restore a political prospect of a peaceful settlement of this conflict, which should allow for an irreversible path towards the realisation of a Palestinian State, mutual recognition between Israel and Palestine and regional integration in accordance with the Arab Peace Initiative. In that spirit, the conference should open a process towards an integrated regional framework and pursue measures to foster respect for international law, as well as advancing just, lasting and comprehensive peace and security for all in the region. Indonesia and France underlined their intention to be key partners for this purpose.
