
1.We recognize that AI, as an enabling technology, holds extraordinary potential to transform every aspect of military affairs, but also raise challenges and concerns. We will harness the benefits and opportunities of AI capabilities while adequately addressing risks. In this perspective, we commit to develop, deploy and use AI capabilities in the military domain in a responsible manner, in accordance with international law, in particular international humanitarian law, and in a way that does not undermine international peace, security and stability, while pursuing efforts on research, development, experimentation and innovation with AI technology.
2. Underlining that responsibility and accountability can never be transferred to machines, we will ensure that humans remain responsible and accountable for the development, deployment and use of AI applications in the military domain, and we will implement appropriate safeguards relating to human judgement and control over the use of force.
3. Consistent with our commitment to ensure responsible application of AI in the military domain, we will not authorise the decision of life and death to be made by an autonomous weapon system operating completely outside human control and a responsible chain of command.
4. We stress that International Humanitarian Law applies fully to all weapons systems, including systems enabled by AI. We will not develop, deploy or use systems incapable of being used in accordance with IHL.
5. We will continue multilateral dialogue on responsible AI in the military domain and encourage international cooperation in this field.
