At the invitation of President Xi Jinping of the People’s Republic of China, President Emmanuel Macron of the French Republic paid a state visit to China from December 3 to 5, 2025. The two presidents recalled the Joint Declaration between the French Republic and the People’s Republic of China of April 7, 2023 and the France-China Joint Statement on the Situation in the Middle East of May 7, 2024, had an in-depth exchange of views on the two major issues concerning international peace and stability, and reached the following common understandings :
- As permanent members of the United Nations Security Council, France and China are jointly committed to seeking constructive solutions grounded in international law to address the challenges and threats to international security and stability. Both sides are committed to the peaceful settlement of differences and disputes between countries through dialogue and consultation.
- On Ukraine, France and China express their support for all efforts to reach a ceasefire and restore peace in Ukraine on the basis of international law and the purposes and principles of the Charter of the United Nations.
- France and China reaffirm that favorable conditions must be created for the effective implementation of the two-State solution, which is the only credible way to meet the legitimate aspirations of the Israeli and Palestinian peoples for a just and lasting peace and security. The two countries welcome the adoption of the New York Declaration on September 12, 2025. China has recognized the State of Palestine since 1988, and once again welcomes France’s recognition of the State of Palestine on September 22, 2025.
- France and China welcome the ceasefire agreement reached between Israel and Hamas on October 9 2025, and call on all parties to immediately honor their commitments they made and refrain from any action that could undermine their fulfillment of commitments. The two countries condemn all violations of international humanitarian law, including all acts of terrorist violence and indiscriminate attacks against civilians. The two presidents reaffirm the necessity of large-scale humanitarian assistance under the United Nations supervision and of its rapid, safe, sustainable and unimpeded delivery throughout the Gaza Strip.
- France and China underline the importance of continuing to provide material and financial support to the Palestinian Authority and commend the efforts of the members of the Emergency Coalition for the Financial Sustainability of the Palestinian Authority. France appreciates and welcomes China’s assistance to Palestine.
- The two countries reaffirm their willingness to maintain close communication on issues concerning international peace and stability.
