Politics

1. On the occasion of the 75th anniversary of Indonesia-France diplomatic relations in 2025, the President of the Republic of Indonesia H.E. Prabowo Subianto has the honour to welcome the President of the [French Republic] H. E. Emmanuel Macron on a state visit to Indonesia from 27 May to 29 May 2025.

2. Both Leaders met in a bilateral meeting, preceded by a tête-à-tête, on 28 May 2025 which took place in the State Palace in Jakarta. During the bilateral meeting, both Leaders reiterated their commitment to further elevate the long-standing bilateral relations between the two countries, through advancing the Strategic Partnership that has been established in 2011. For that purpose, both Leaders adopted a Declaration on a Joint Vision towards 100 years of France-Indonesia diplomatic relations in 2050.

3. Both Leaders also acknowledged the progress made by the two countries in implementing the Plan of Action for the Deepening of the Strategic Partnership between the Republic of Indonesia and the Republic of France for the Period of 2021-2027, signed by the Minister for Foreign Affairs of the Republic of Indonesia and the Minister for Europe and Foreign Affairs of the French Republic on 24 November 2021.

4. Both Leaders underscored the importance of the Foreign Ministers and Defence Ministers of the two countries convening the “2+2 Dialogue” regularly.

5. Both Leaders welcomed the exchange of high-level visits between the two countries this year, and agreed that political consultations to discuss issues of common interests as well as to explore new potential for cooperation be held annually between high-level officials of the respective Foreign Ministries.

Defence and security

6. Both Leaders welcomed the entry into force of the Defence Cooperation Agreement (DCA) between Indonesia and France, signed on 21 June 2021, following the completion of internal procedures by Indonesia in October 2024, and France in April 2025. Furthermore, both Leaders expressed a shared ambition to further deepen the cooperation between the two countries in the field of defence.

7. Both Leaders took note of the 11th Indonesia-France Defence Dialogue (IFDD), held in Jakarta, Indonesia on 29-30 April 2025, and welcomed the port call in Bali and Lombok of the French Carrier Strike Group in January 2025, on the occasion of the La Perouse multinational exercise mission led by France that fostered coordination and mutual confidence amongst countries in the region. They agreed to expand their operational cooperation, including through the establishment of French language courses for Indonesian officers and non-commissioned officers and of training programmes in the field of mounted cavalry, as well as through increased exchanges between cadet schools.

8. President Prabowo Subianto acknowledged France as one of Indonesia’s main partners in defence modernization, particularly through defence industry cooperation which comprises joint production and technology transfer.

Economy

9. Both Leaders took note of the steady bilateral trade volume, and reaffirmed their commitment to working collaboratively to promote a more balanced and mutually beneficial trade arrangements between the two countries. They also underlined that the timely conclusion of the ongoing negotiations between Indonesia and the European Union the Comprehensive Economic Partnership Agreement (I-EU CEPA) is instrumental in achieving this shared objective.

10. Both leaders tasked their Ministers responsible for economic affairs to meet regularly to discuss ways to overcome obstacles related to economic cooperation, particularly in trade and investment. They also encouraged business communities, including chambers of commerce from both countries to intensify exchanges and strengthen partnerships.

11. Both Leaders welcomed the convening of Indonesia-France Business Forum to be held in Jakarta, Indonesia on 28 May 2025, which will gather numerous distinguished business leaders from both sides. President Prabowo Subianto welcomed the growth of French business presence in Indonesia, particularly in sectors of national priority, such as renewable energy, health, digitalization, infrastructure and connectivity, as well as agriculture. President Emmanuel Macron invited Indonesian state-owned enterprises and private companies to explore opportunities to invest in France.

Energy

12. Both Leaders recalled their commitment to achieving Net-Zero Emissions and emphasized the importance of collaborative efforts to accelerate the transition to a cleaner, more sustainable energy future. In that regard, President Prabowo Subianto extended his appreciation to President Emmanuel Macron for France’s support to Indonesia Just Energy Transition Partnership (JETP). President Prabowo Subianto further welcomed French investment in new and renewable energy, as well as energy conservation sectors.

13. Both Leaders welcomed the signing of a Memorandum of Understanding on cooperation in critical minerals, recognizing its importance for the energy transition. They reaffirmed their commitment to strengthening the downstreaming industry, enhancing sustainable mining practices and developing a policy framework that promotes environmental, social, and governance principles in critical minerals mining and processing. President Prabowo Subianto acknowledged France’s excellence in this area, and welcomed France to share its expertise and technology.

Agriculture and food security

14. Both Leaders welcomed the signing of a Declaration of Intent on agricultural cooperation, and agreed to strengthen cooperation in agriculture and fisheries, including aquaculture, to enhance food security and support the livelihoods of their people. President Prabowo Subianto underlined the significance of palm oil for Indonesia’s food security and highlighted Indonesia's sustainable palm oil production.

15. President Prabowo Subianto welcomed France’s support of Indonesia’s free nutritious meal program, notably through the continued financial support provided by France through the World Food Program, and its intention to jointly work on the enhancement of Indonesia’s livestock capacity and productivity, particularly through supply of live cattle and livestock genetics.

16. Both leaders will uphold constructive cooperation in developing sustainable commodities and avoiding discriminatory approach that may affect trade or investment between the two countries.

Maritime

17. Both Leaders discussed maritime cooperation, including to strengthen maritime safety and security, both in bilateral and multilateral framework. They reaffirmed that all activities in the oceans and seas should be carried out in full accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

18. Both Leaders commended the joint efforts between their respective officials in advancing bilateral cooperation in the field of maritime, particularly the progress made through the Indonesia-France Bilateral Maritime Dialogue. They looked forward to the 3rd Indonesia-France Bilateral Maritime Dialogue to be held in Indonesia this year.

19. President Prabowo Subianto thanked President Emmanuel Macron for the invitation to the upcoming third UN Ocean Conference (UNOC3), co-hosted by France and Costa Rica, to be held in Nice, France on 9-13 June 2025. As an Archipelagic state, Indonesia places a high priority on ocean related issues. Further, both Leaders shared the view on the importance of the entry into force of the UN Convention on the Biodiversity Beyond National Jurisdiction (BBNJ).

Transportation

20. Both Leaders welcomed the signing of a Memorandum of Understanding on cooperation in the field of transportation, which will promote further strategic collaborations between the two countries, including the integrated and environmentally friendly urban and inter-city transportation that is essential for Indonesia’s connectivity.

Culture

21. Both Leaders adopted a Joint Strategy for Culture, which will deepen the cultural partnership between the two countries, in particular with regard to museums, cultural heritage, art residencies, language programs, and creative industries. In this regard, both Leaders expressed their readiness to expand the cultural networks between the two countries.

22. Both Leaders looked forward to the joint visit to the Borobudur Temple on the next day, which symbolizes their mutual respect for cultural heritage. President Prabowo Subianto expressed appreciation to President Emmanuel Macron’s engagement with Indonesian cultural and creative economy stakeholders during the said visit, which signifies a pivotal step toward fostering deeper collaboration and a long-term partnership.

23. Both Leaders concurred that soft diplomacy and cultural approach would foster closer people-to-people connections, as well as encourage deeper engagement between Indonesian and French stakeholders in arts, culture, and creative economy, which finally will benefit the shared political and economic interests of both countries. In that regard, they also welcomed the signing of several Memorandums of Understanding, in the field of heritage, culture, and creative industries.

Education

24. Both Leaders noted with satisfaction the already established cooperation and exchanges in the field of education and higher education. They further expressed their intention to broaden the scope of cooperation in education, with particular attention to vocational education and training, teacher capacity building, early childhood education, curriculum development, teaching methods and materials, as well as educational and linguistic studies.

25. Both Leaders welcomed the plan of establishing cooperation in capacity building for diplomats between the Centre for Education and Training of the Ministry of Foreign Affairs of the Republic of Indonesia and the Diplomatic and Consular Academy of the Republic of France.

Development cooperation

26. Both Leaders expressed their commitment to strengthen development cooperation, including through enhanced collaboration between the French Development Agency (AFD) and Indonesian government and agencies. In this regard, they appreciated the existing regular consultation meeting to identify sectors that correspond with their national priorities.

27. Both Leaders also looked into the possibility to broaden the scope of partnership and establish a triangular development cooperation with the participation of a third country, with a view to advancing inclusive global development and prosperity.

Regional issues

28. Both Leaders welcomed the positive development of ASEAN-EU relations, and shared the commitment to strengthen the partnership, based on mutually beneficial cooperation and the principle of equality.

29. Both Leaders shared the view on the importance of an open, inclusive, transparent and rules-based regional architecture in the Indo-Pacific region, in which ASEAN is central. Both Leaders underlined the deeply-rooted convergence of the approaches to the Indo-Pacific of ASEAN, as expressed in the ASEAN Outlook on the Indo-Pacific, and of France.

30. Both Leaders expressed a profound concern regarding the situation in Myanmar, which have been further impacted by the recent devastating earthquake. They reiterated their hope for conflict resolution in Myanmar through inclusive dialogue as highlighted in the Five-Point Consensus (5PC) adopted during the ASEAN Leaders’ Meeting held in Jakarta, Indonesia on 24 April 2021.

Multilateralism

31. Both Leaders underlined their shared steadfast commitment to multilateralism as well as for upholding the principles of equality, respect for sovereignty and territorial integrity, and respect for international laws over unilateral approaches. They further expressed their commitment to enhancing coordination in multilateral fora, such as the United Nations in pursuit of effective solutions to global challenges related to peace, security, and prosperity.

32. Both Leaders reaffirmed their unwavering commitment to actively contribute to the creation of a just and lasting peace as well as the resolution of conflicts, including in Ukraine and the Middle East.

33. Both Leaders also welcomed the capacity-building cooperation for military and police personnel deployed in peacekeeping operations (PKO).

International issues

34. Both Leaders adopted a Joint Declaration on the peaceful resolution of the question of Palestine and the implementation of the two-State solution.
