Déclaration conjointe d'Emmanuel Macron et d'Angela Merkel, chancelière fédérale allemande sur la situation dans l'est de l'Ukraine

A la suite du dernier appel des chefs d’Etat et de Gouvernement en format Normandie le 22 août 2017, la France et l’Allemagne constatent malheureusement que la situation sécuritaire dans l’Est de l’Ukraine ne s’est pas améliorée significativement. Malgré son endossement par le format Normandie, le cessez-le-feu décidé par le Groupe de Contact Trilatéral n’est pas pleinement mis en œuvre par les parties pourtant signataires dudit cessez-le-feu. Il y a toujours d’importantes violations de ce cessez-le-feu, y compris l’emploi d’armes lourdes. La Mission d’Observation de l’OSCE en Ukraine continue à faire état de menaces à l’encontre de ses personnels et de restrictions de sa liberté de mouvement, en particulier dans les zones non-gouvernementales.

Nous appelons instamment le Président Poutine et le Président Porochenko à pleinement respecter leurs engagements, à endosser à nouveau publiquement le cessez-le-feu et à garantir que les instructions appropriées ont bien été adressées aux militaires et aux personnels déployés sur le terrain. Nous encourageons une plus grande coopération avec le JCCC (Centre conjoint de contrôle et de coordination) au sujet des combats en cours et nous appelons toutes les parties à assurer un accès sûr et sans entrave à la Mission d’Observation de l’OSCE en Ukraine.

Nous continuerons à observer de près la situation dans les prochains jours.

JOINT PRESS STATEMENT BY THE PRESIDENT OF THE FRENCH REPUBLIC AND THE CHANCELOR OF THE FEDERAL REPUBLIC OF GERMANY CONCERNING THE SITUATION IN EASTERN UKRAINE.

Following the last phone call of Heads of State and Government of the “Normandy” format on August 22nd, France and Germany unfortunately have to acknowledge that the security situation in the East of Ukraine has not significantly improved. Despite the joint endorsement by the Normandy 4, the ceasefire declared by the Trilateral Contact Group has not been fully implemented by the very same parties which signed it. There is still a large number of cease-fire violations, including with the use of heavy weapons. The OSCE SMM continues to report threats to the integrity of its personnel and restrictions of their liberty of movement, especially in non-government controlled areas.

We urge President Poutine and President Porochenko to fully abide by their commitments, publicly endorse the ceasefire and ensure that proper instructions have been passed on to the military and forces deployed on the ground. We encourage greater cooperation within the JCCC (Joint Centre for Control and Co-ordination) to address ongoing fighting, and call on all parties to provide safe and unimpeded access to the SMM.
